Answer: (1) Given the complex of the problem

The error is in part (1). As a noun, "complex" means a group of connected buildings or parts (a sports complex) or a psychological fixation (an inferiority complex); it does not mean the quality of being complicated. The noun needed is "complexity": "Given the complexity of the problem, the committee is not expected to arrive at a decision any time soon." Part (2) is a correct passive ("is not expected"), and part (3) uses the right collocation "arrive at a decision" and the idiom "any time soon", meaning in the near future.
