Answer: (3) Neglected and broken down

Derelict (of a building or property) means in very poor condition because it has been abandoned and neglected, that is, dilapidated or run-down, as in "a derelict factory". "Neglected and broken down" gives exactly both parts of this sense. A derelict building may well be unsafe to live in, but that is a consequence, not the meaning of the word. "Preserved for historical value" and "retaining its original beauty" are nearly the opposite. As a noun, a derelict is a homeless, destitute person.
