The Allahabad Prashasti of Samudragupta, composed by Harishena, is in Sanskrit and written in the Brahmi script, not Kharoshthi. The Garuda seal, Kumaragupta's peacock/Kartikeya coins and a decentralised administration are all correct features of Gupta rule.
