The Indian Councils Act, 1909 is named the Morley-Minto Reforms after John Morley, Secretary of State for India, and Lord Minto, the Viceroy; it enlarged the legislative councils and introduced separate electorates for Muslims. The Montagu-Chelmsford Reforms led to the Government of India Act, 1919, while the Charter Acts (1793-1853) renewed the East India Company's charter.
