From the first figure to the second, the two inner lines move outside the square (the vertical one on the same side, the horizontal one to the opposite side) and the symbol in the same column as the empty corner moves into it. Applying this to the third figure, the lines go outside on the left and at the bottom and the square moves up to the empty top-left corner, which is figure (4). Figure (3) has the symbols right but keeps the lines inside.
