The NEC is a statutory body set up under the North Eastern Council Act, 1971 passed by Parliament. It works under the Ministry of Development of North Eastern Region (not Home Affairs), its three nominated members are nominated by the President (not the Governors), and the eighth member State added by the 2002 amendment was Sikkim, not Manipur.
