   By convention the Election Commission appoints the Secretary General of Lok Sabha or of Rajya Sabha as Returning Officer by rotation, and electors vote by secret ballot without being bound by any party whip (the anti-defection law does not apply). NOTA is not available in this indirect election by proportional representation, so only 1 and 2 are correct.
