UNCLOS defines the contiguous zone (up to 24 nautical miles, where the coastal State may enforce its customs, fiscal, immigration and sanitary laws) and, in Part X, gives landlocked States a right of access to and from the sea with freedom of transit, so 2 and 4 are correct. Disputes are settled through its own Part XV mechanisms (ITLOS, the ICJ or arbitration), not by the UN Security Council, and while India ratified UNCLOS in 1995, the US has not ratified it.
