   Article 311 protects civil servants of the Union and the States: they cannot be dismissed or removed by an authority subordinate to the one that appointed them, and cannot be dismissed, removed or reduced in rank without an inquiry giving them a reasonable opportunity of being heard. Article 309 deals with recruitment and conditions of service, Article 315 sets up Public Service Commissions and Article 320 lists their functions.
