SAGAR (Security and Growth for All in the Region), announced by PM Narendra Modi in Mauritius in 2015, is India's vision for maritime cooperation with the countries of the Indian Ocean Region, covering security, capacity building and the blue economy. It is not a QUAD exercise platform, a trilateral alliance or India's role in the anti-piracy contact group.
