The COP28 decision (Dubai, December 2023) on the first Global Stocktake, its central outcome, called on all Parties to transition away from fossil fuels in energy systems in a just, orderly and equitable manner; it did not direct developing countries to lead, since under the Paris principle of common but differentiated responsibilities developed countries are expected to take the lead. The same text reaffirmed the 1.5°C goal and called for accelerating efforts towards the phase-down of unabated coal power, so (1), (2) and (4) are correct.
