Kautilya's saptanga (seven limbs) are Swami (king), Amatya (ministers/administration), Janapada (territory and people), Durga (fortified capital), Kosha (treasury), Danda (army/force) and Mitra (allies), which is option (1). Option (2) leaves out territory and counts the army twice, and the Purohita is not one of the seven limbs.
