The Constituent Assembly was set up under the scheme of the Cabinet Mission Plan of 1946, and its members were elected indirectly by the provincial legislative assemblies in July-August 1946. The Indian Independence Act, 1947 only later made it a fully sovereign body.
1946 కేబినెట్ మిషన్ ప్లాన్ పథకం ప్రకారం రాజ్యాంగ సభ ఏర్పాటైంది, దాని సభ్యులను జూలై-ఆగస్టు 1946లో ప్రావిన్సుల శాసన సభలు పరోక్షంగా ఎన్నుకున్నాయి. భారత స్వతంత్ర చట్టం, 1947 తరువాత మాత్రమే దానిని పూర్తి సార్వభౌమాధికారం గల సంస్థగా మార్చింది.
