Statement: The national education policy brings major changes in the education system. Assumptions: I. Present education system is not supporting the needs of the nation. II. Present education system is teacher centric.

Bringing major changes presupposes that the present system falls short of the nation's needs, so I is implicit. The statement says nothing about what kind of change is made, so assuming the present system is "teacher centric" (II) goes beyond it.
