The distribution of legislative powers between the Union and the States is made by the Constitution itself (Article 246 and the Seventh Schedule), so it is not a function Parliament performs and can be changed only by constitutional amendment. Parliament, by contrast, has a law-making role in sharing revenues (for example grants-in-aid under Article 275 and apportionment of IGST under Article 269A), in the adjudication of inter-state river water disputes (Article 262) and in coordination between States (it set up the Zonal Councils through the States Reorganisation Act, 1956).
