   The Sakas (Western Kshatrapas) were defeated by Chandragupta-II (Vikramaditya), not Chandragupta-I, so I is wrong. Samudragupta captured the southern kings and then released them, restoring their kingdoms, so his southern campaign led to no permanent annexation and II is correct.
