    Answer: (1) Only III

    సమాధానం: (1) III మాత్రమే

An Inter-State Council had been recommended before the Sarkaria Commission (1983-88), for example by the first Administrative Reforms Commission and the Rajamannar Committee, so III is valid; laws made by Parliament during President's rule continue afterwards until altered, repealed or amended by the State Legislature (Article 357(2)), which is free to re-enact them, and the Article 249 resolution (which now covers GST) is passed by the Rajya Sabha, so II and IV are wrong. The key also treats I as invalid, although the Punchhi Commission did suggest impeachment of the Governor by the State Legislature on lines similar to the President's impeachment.
