The GST Council was created directly as a constitutional body under Article 279A, inserted by the 101st Amendment Act, 2016, so I is wrong; Article 279A(10) says its proceedings are not invalidated by any vacancy or defect in its constitution or in the appointment of a member, and disputes are settled by a mechanism the Council itself sets up (Article 279A(11)), not by the PAC. Article 279A(4) does require the Council to recommend the threshold turnover below which goods and services may be exempted from GST, so only IV is valid.
