   Kudankulam was agreed between India and the USSR in 1988; the break-up of the USSR in 1991 stalled the project for years, and later the anti-nuclear protests by local people and civil-society groups (2011–12) delayed the commissioning of Unit 1. The delay is put down to the upheaval in the former Soviet Union, not India's own 1991 economic crisis, so II is left out.
