   Answer: 1/13th of the total number of Council shall be elected by Legislative Assembly.

   Under Article 171, one-third (not 1/13th) of the Council's members are elected by the Legislative Assembly; one-third are elected by local bodies, 1/12 by graduates, 1/12 by teachers and 1/6 are nominated by the Governor.
