Between NFHS-4 (2015-16) and NFHS-5 (2019-21), rural infant mortality fell and the rural total fertility rate fell from 2.4 to 2.1, both improvements. However, the share of overweight or obese rural women rose and anaemia among rural children aged 6-59 months rose to 68.3%, so neither (b) nor (c) shows an improvement, which is why UPSC accepted both answers.
