The Plowden Committee report on the Control of Public Expenditure (UK, 1961) described the budget as a sophisticated process in which taxation and expenditure are used to influence the economy, and recommended planning public spending over several years against likely resources. The Haldane Committee (UK, 1918), the Hoover Commission (USA, 1947-49) and the administrative reforms reports dealt mainly with organising the machinery of government, not with this view of the budget.
