Junagadh, Hyderabad and Jammu & Kashmir had not acceded to India by 15 August 1947; they were integrated only after a plebiscite (Junagadh), police action - Operation Polo (Hyderabad) and an Instrument of Accession signed during the tribal invasion (Kashmir).
