సమాధానం: (1) ఏది లేదు
II is wrong because since the 2019 amendment of the Protection of Human Rights Act three members (at least one a woman) are drawn from persons with knowledge or practical experience of human rights, and IV is wrong because the Commission cannot inquire into a matter after one year (not two) from the alleged act. The key treats I and III as invalid as well (for III, removal requires a Supreme Court inquiry and report on a Presidential reference, not merely its opinion), although the 2019 amendment does allow the Centre to confer human-rights functions of Union Territories other than Delhi on a State Commission. (Official key; some sources differ.)
