The Trans-Siberian Railway is usually described as running from Moscow to Vladivostok on the Pacific coast, while NCERT describes it as running from St. Petersburg in the west to Vladivostok, so APPSC accepted both (1) and (3). Khabarovsk is only an intermediate station on the line.
