Consider the following statements : I. The Preamble was enacted before the enactment of the entire Constitution. II. The Preamble is a part of the Constitution but has no legal effect independently of other parts. III. It is enforceble through Courts of Law. IV. The Objectives Resolution by Jawaharlal Nehru finally became the foundation for the Preamble. Which of the statements given above are incorrect ?

Answer: I and III only

The Preamble was enacted last, after the rest of the Constitution had been adopted, so I is incorrect, and it is non-justiciable (not enforceable in courts), so III is incorrect. It is a part of the Constitution (Kesavananda Bharati) with no independent legal force, and it grew out of Nehru's Objectives Resolution, so II and IV are correct.
